New authority guide

New MC? Start here.

The order to do things in, what it costs and how to get loads while your authority ages.

Getting your own authority is the start of your trucking business, not the finish. Here is the order that works, what it costs and how long it takes. Each step links to a free checklist.

New authority timeline

Step 1 · Before you apply

Form your business (LLC or corporation), get an EIN, open a business bank account and get insurance quotes. Insurance for a new authority is often the biggest startup cost.

Step 2 · Apply with FMCSA

Apply for your USDOT number and MC operating authority in FMCSA’s Motus registration system. The owner completes identity verification. FMCSA charges $300 per type of authority. Full checklist

Step 3 · BOC-3 and insurance filing

A process agent files your BOC-3 and your insurance company files proof of liability coverage. Your authority can’t go active without both. BOC-3 · Insurance

Step 4 · Authority active (about 3–5 weeks)

FMCSA says new applications can take about 20–25 business days. Watch your status on FMCSA’s public record.

Step 5 · Before your first load

UCR, ELD, drug and alcohol program (CDL drivers), IRP/IFTA if you qualify, Form 2290 for heavy trucks, driver files, carrier packet and factoring. UCR · ELD · Drug testing · IFTA/IRP · Carrier packet

Step 6 · Days 1–90 of your authority

Many brokers wait until an MC is about 90 days old. Some book new authorities; we look for those. Use our MC age checker to see your dates. MC age checker

Step 7 · First 12 months

You’re in FMCSA’s 18-month new entrant program, and your safety audit usually comes within the first year. Keep your files audit-ready from day one. Safety audit checklist

Getting loads with a new MC

New authorities are a fraud risk for brokers, so many set a minimum authority age. You can still work: some brokers and load boards accept new MCs, power only programs may have their own rules, and a clean carrier packet with the right insurance makes approval faster. Read the full guide.

Why won't brokers book my new MC?

New MCs are a higher fraud risk, so many brokers set a minimum age, often around 90 days. Some brokers do work with new authorities.
